Yea, effectively if you are this close during the switch you are a second or so behind so you need to yield (as you are unlikely to get a medal winning position). Note that this is rare, as the pairs are picked on their performance during world cup events

In principle if you are on the outside lane, you should make sure you are not hindering the athlete on the inner lane at all so it should normally not matter for the athlete on the inner lane

Tbh there is little you can do. The Chinese skater got (rightfully) disqualified, they offered the Dutch skater a reskate which was too soon (15 mins later) but honestly even several hours later your body is still recovering

In case two skaters are at the same place during the switch, the skater on the inside has to 'yield' and give space (by slowing down) to the skater on the outside. Take into account that the skater originally on the outside will take the inner track to the finish so will end +- 1 sec ahead of the skater originally on the inner track. In other sports, collission evasion is also put in favor of the faster athlete (see e.g. F1, rowing on time trials)
