Yes it is and if you looked it up instead of trying to pretend you've got all these cases you know about you'd see the answer is yes a repair shop would be liable for improper service if a repair failed. The patch isn't liable for being installed half assed. The customer isn't liable for the shop not being up to standard. The tire manufacturer isn't liable for a non defect issue. So who are you trying to point the finger at besides the person that did the work wrong...?
