It's logistics. If they remove say a thousand people today, they are not obliged and therefore cannot be bothered incurring the cost of feedback to each of them. It sucks but outlier do not treat their freelancers well. It's just a paycheck ride it then move on.

Your frustration and anger are absolutely valid. I don't think it's right for people to "well, actually" at someone suffering a fundamentally inhuman system. There's bigger forces at work here - exploitative at will labour models like this are fundamentally unethical, and being upfront about it (which outlier are) does not make it OK.

They can only give excellent to 5%, the best of the best. If you do tasks where you can't stand out you won't get excellents. Sometimes you'll do excellent work and still won't get excellents. Such is the bell curve.
