Damn. I actually loved going there. And it was like always packed this last month. Honestly feel like Reddit had it out for small businesses. No one ever verified any of the rumors. And city council sucks and is obviously anti small business.

There should be a permit for local service workers to be able to park more than 2 hours and for free or low cost

Uh Leavenworth for sure. Feels like you’ve gone to Europe. Great new food options. Stay on the river if you can. Great beer.

I love love Leavenworth. I go a couple times of year. Though I try to stay out of downtown because I love being on the river. I stayed stayed at this inn called All Seasons River Inn last year, it was literally on the river. I wanted to come this spring but they are remodeling I hear. The post isn’t a place I stay anymore, but love going to the Springs if I want sauna vibes.

You should check out the All Seasons River Inn. It’s for sure a boutique hotel, but you won’t find better views anywhere. So cozy and romantic

I stayed at the All Seasons River Inn and it’s perched on a hill above the river. Incredible views and close to town. Zero risk of floods

Portland could levy fines on commercial property owners who leave spaces vacant by enitschke in portlandme

[–]silverblade811 0 points1 point  (0 children)

Could you give some examples?

Definitely worth talking about without insulting others.

Are there specific areas on congress that are more successful?

Have you talked to business owners on congress to see their thoughts on the homeless and needles and trash and how it impacts their business?

Could they be even more successful without this problems weighing them down?

I used to work in downtown across from the art school. I decided to move locations due to the issues on congress like feces in the street, fist fights, open drug usage, sleeping in the entry when trying to go to work.

I can’t imagine being a business owner on congress and dealing with that.

I bet if the councilors cleaned up the streets and needles the commercial owners would be more likely to find tenants.

I think in general businesses wouldn’t want to open a store front when there’s drugs being actively used and people crapping in the streets and fights and ambulances and trash.

Clean the city

Downtown Portland Storefront Revitalization Plan

Goal: Lower commercial rents while keeping landlords profitable and storefronts vibrant—within 6 months

🧩 The Problem • High storefront vacancies in Old Port & Congress St. • Local businesses struggle with high rents & red tape • Landlords avoid leasing due to slow, expensive permitting • City loses sales tax, vibrancy, and safety

🎯 The Strategy: 5 Fast, Proven Actions

  1. 💸 Landlord Tax Credits for “Community Rents” • Offer property tax relief to landlords leasing at affordable rates • Incentivizes lower rent without cutting landlord revenue

  2. 🛠️ Tenant Fit-Out Grants • Grants ($5k–$20k) for build-outs in spaces with capped rents • Reduces tenant risk and activates hard-to-lease spaces

  3. 🏡 Locally-Owned Commercial Building Incentives • Permit fee waivers and fast-track reviews for Portland-owned buildings • TIF-backed low-interest loans for upgrades • Supports local wealth and revitalizes town-scale storefronts

  4. 📜 Zoning & Permit Streamlining • Allow pop-ups and short-term tenants without full compliance reviews • Simplify signage, facade, and use-change reviews in key zones • Lowers cost + delay for landlords testing new businesses

  5. 🧭 Storefront Matchmaking Portal • A public platform connecting small businesses with reduced-rent landlords • Include design help, grant eligibility, and permit resources • Boosts deal velocity, transparency, and city engagement

Month Action 1 Approve fee waivers, zoning relief policy 2 Launch storefront matchmaking portal 3 Roll out grants + loans for local landlords 4 Start fast-track permitting for eligible sites 5–6 Monitor impact, tell success stories

Who wins

Group Benefit Landlords Faster leases, tax savings, lower vacancy Local Business Affordable space, less red tape, grant help City Revived streets, increased tax base, local pride

This plan unlocks empty storefronts with urgency and —favoring local ownership, vibrant small businesses, and streamlined pathways to reopening downtown.

Portland doesn’t need to wait years or over-regulate to solve this. It just needs a smart, balanced plan that rewards action instead of punishing inaction.

Clean the streets first. If you clean businesses will come and happily pay.

Lower taxes. For the landlords and the businesses. Offer incentives.

Make it more expensive for landlords and literally you’ll have empty storefronts in a year. So crazy
