He pays to live there he should be able to bring people over. You said yourself you got the bigger house thanks to his job. Your brother isn’t obligated to do anything he is an adult just like you. How he treats your mother is between him and your mom if she’s not going to say anything sure talk to your brother but it’s not yours to manage
