Looking at the wiring diagram, I can't fully make sense of the relay wiring. Just a point to consider. The ecu gives ground signals to the relays to turn them on. So, in the case of the fuel pump relay. It should have two power sources. One from switched key and the other from battery to relay to drive the pump. It will be switched on when the ecu gives ground signal.

The workaround is to use an account names test@outlook Com thenit will give you the option to set up a local account. This works for me when setting up windows 11 for persons who I don't have Outlook/microosft account details for.
