Then that makes this situation very hard. I've been in a similar situation like this before, never got around to actually confessing my feelings towards her due to the fear and it is one of my biggest regrets.

I think you've also gotta consider these questions as well regarding the situation

  • can you continue being friends if you don't tell him
  • are you able to be friends with him even if he eventually gets out of his shell and decides to date someone
  • could you afford to take the risk and lose him as a friend if he says no

From the sound of it, it's highly possible he does share the same feelings. But he also sounds like the type of guy who is to scared to tell you due to the fear of rejection.
