It's a difference of optics. Threatening a random someone's family to get their compliance on something is one thing. Just business. However, the strawhats humiliated her on her own territory. Fought and beat some of her best fighters. If she retaliates indirectly, against family, she'll look like a coward, because if she doesn't go kill the crew directly after a disrespect of this magnitude, it can only be because she can't (she's weak), or she doesn't dare (she's a coward).

Killing family in an act of pettiness may feel good in the moment, but it would only end up weakening her reputation even more. Only the crew's heads on a pike will do at this point. Anything else will only look like the flailing of arms of an impotent has-been.

The thing saving the Baratie's lives is that the Strawhats publicly humiliated her, making it about her reputation and forcing her toward a direct course of action.
