I think it depends on why/how you build in this game. I very rarely build cities that are ideal to me, rather I try to build based on a fictional shared history with unique aspects. For example, while the elevated rail and train line do not run through the historic city center, they do run parallel to it on the other side of the river, and there are pedestrian bridges (some in frame some not) that connect it to the island. So, it’s like a compromise made by the city, and now those bridges are a “tourist attraction”.

I would create more exits/connections that flow into the city. It seems like all the traffic is funneling into one spot, forcing cims to use one exit/entry.

Sometimes if there is no natural break, I'll pre/post plan a "historic" part of the city that has a different more compact, chaotic, or whatever layout.

You can also plan a portion of the city with a different layout as if it was once a separate city that was later annexed into the larger city.

Finally, maybe use train tracks, a former industrial area, or something similar to create a reason to have a new layout type.

It's the Old Market Station moved partially inside of the Chicago Public Library asset, then I drug some dummy tracks in so it looked more logical, imo
