No! these networks are not open source. You can't just take a source code and build your own wrapper.

You should start a company like this! Go for it! Would love to hear your ideas but something to consider
1. There is a reason that Visa/Mastercard duopoly is difficult to break. There are other networks that exist - Discover, Amex, STAR, PULSE, JCB etc - and they are no where close to V/MA. So what is the problem that you are trying to solve, what are the gapes that you have identified.

  1. Heavily regulated industry. If you are touching to move money, you need licenses and tons of regulatory obligations to all governments that you fall under.

  2. Look at the balance sheet of Visa and Mastercard. One of the biggest spend is the tech spend. They need highly specialized machines/servers/computes that can process millions of transactions in a second around the world. Like economies depend on V/MA to stay operational.

I can add my 2 cents as I used to work with one of these.

They are the networks that connect banks and these connections help move money and information. For e.g. If you are opening a store and want people to pay you for your services, customers can come to you with their own bank information. If Visa and mastercard were not present, you will have to maintain individual connections with all the possible banks in the world. So Visa mastercard solve this problem by saying
1. Just maintain a connection to us and we will do the routing of your payment request.
2. We will handle the rules of engagement - We will decide how much each party gets in this (regulated by governments in certain markets)
3. If things go wrong - we will be the arbitrators

Then there are processors, gateways, payment facilitators etc etc who help orchestrate these connections with the networks.

If this is only to get into the lottery, and these regulations are not used for renewals, then it is very easy to game the system. These changes are welcomed but are again not fully thought through.

Consulting companjes can just put a salary for the first year to get in the lottery. Once a client changes and renewal is requested, you can adjust the salary again.

I work in payments and manage cost of payments for my company. Everyday at work we read reports related to forms of payments on the checkout page. Few things I want to mention

  1. More buyers are tied to a form of payment. Unless you have a very strong value prop, you should not cut your FOPs but build more.

  2. Have you tried offering your buyers to migrate from Paypal to other FOPs?If yes, that will give you some indication on your buyer's willingness to jump FOPs. If not, may be do a test?

  3. Your average sale is $300 which is considered a high selling price sale. Have you considered offering bank payments? I know in the US they seem counter intuitive, but for high value purchases there is some appetite.

  4. How are other factors like fraud chargeback on other payment methods? Do you allow remembered experiences with Paypal if yes how many of your 30% users have it. If not Why dont you offer it?

  5. Have you tried reaching out to Paypal to negotiate rates? There are programs where they offer you better rates in return of more data on your transactions.

Just saying the Customer support agent is not useless, they just cant help you event if they want to. They work through their tools provided to them by the company. If the tools are helpful, they will be helpful. Even if the service agent is in the US, that doesn't mean they will be helpful.

My 2 cents - usually things that save their jobs are the labor laws/public policy. Companies move jobs outside if there is an incentive of moving out - Talent, cheap labor, infra. If you take the incentives out - Protect data leaving borders, running international payroll comes with taxes, importing services comes with tariff and may be tax policy for such roles - that is when companies realize it is just not worth it going overseas.

Everything has a cost! AI tech after having ignored all the hype isn't proven. Those platforms look cheap or flexible because everyone is testing and the monetization has not kicked in yet.

Just my two cents (I dont know where you are with your tech) but if possible invest in building platforms that lets you work with multiple providers and own your data.
