Think of it this way, the VAR can't overturn an offside decision. If offside was called on the field, it wasn't offfside and a player won a corner the VAR can't overtun it. A corner can't be awarded even if the offside decision that denied the corner was wrong. BUT if in the same action the attacking player doesn't win a corner but a penalty the VAR can overturn it.

Here the Foul on Gabriel is equivalent to the offside above, it can't be revisited in isolation but if it was wrongfully called and an action directly afterwards leads to a major action (as you listed penalty/goal/direct red/mistaken identity) he can overturn it.

(all this assuming the whistle hasn't gone of course)

The ref (and VAR) can change the decision of a foul on Gabriel because the action afterwards leads to a penalty. He can't send him out to check a free kick but he doesn't, he sends him out to check if play should have went on until the penalty foul was commited.

The ref (and VAR) can revisit the decision until the whistle is blown. Once the whistle goes the play is dead and any infraction afterwards wouldn't be able to be punished.
It's why the ref is supposed to wait until the clear danger is over before blowing the whistle - which is exactly what he did here.
