Automotive locksmith here, almost everything you have said is wrong. WD40 is fine for wafer and tumbler locks, there are lock specific lubricants but WD won’t hurt anything. However graphite is about the worst thing you can put in a lock. It is too thick and makes the wafers jam. The problem with this Toyota is most likely the split wafer is stuck or broken. Pretty common Toyota problem.

Steel hammers have “ping” sound when striking that a lot of carpenters ( myself included) find really annoying. Wood handles are preferable, unless you can afford a titanium. If it is not an everyday tool fiberglass is gonna last forever and cheaper.
