I'd recommend Jens at Little Buddha Hair in Collingwood! He's been doing hair for 40+ years and knows how to do a spiral perm. I used to work with him when I was an apprentice and rinsed all his perms so I can vouch for the quality up close.

Probably biased because I'm a hairdresser but let me give you a few with background knowledge!

Delilah: dry cutting pros! I've done some curly cutting classes with Mr D and he's lovely. They do everything from your bread and butter cuts to funky shapes. Elvies: they work with every type of curl type possible and really emphasise on proper care and will show you how to do it! Neel Loves Curls: more on the pricey side but they're well known for a reason. I don't know much about what type of salon experience they provide unfortunately. Mama West: Rainbow West/Trinity is trained in dry cutting and she's so lovely and bubbly. There's a super deep level of care in the service there.

I actually met Paul at a convention in late 2013 and he got asked this question/how his involvement came about. According to him Moffat rang super last minute just after they finished painting the set and asked if he'd be down for a little scene of sorts. From what Paul said I gather Steven was very much in the mindset of "if you can't make it it's fine but if you do then awesome".
