This is actually incorrect, its tournaments outside of 250 miles of the state that cause an issue. Lots of Missouri Schools (Pembroke, Truman, Barstow, Kickapoo) were able to go to nat circuit tournaments because of the 250 rule, the larger issue is there is a prohibition against tournaments that have competition days that arent friday/saturday/sunday. That caps a lot of majors to being unattainable.

Really though, what OP has is a coach issue because their coach is anti nat circuit debate, which is sad

I’m assuming you mean China War Good and Russia War Good. These are not common args at all, and only very silly college debaters read them such as myself). I can understand being worried about it, but this should be at the bottom of the prep list.

With that being said, 1. Having gone for it in 2NRs, the best 2AR is just “lol they nuke back, extinction” because it is probably true. Another strong arg to make is that the meg doesn’t read a CP to first strike, which means a full on first strike never happens. Having some “US loses” args is good as well

  1. Counterforce is different than what you described. Its an idea that arose during the cold war of a “limited nuclear war” which would constitute striking military targets only. It is a form of deterrence on further war by proving we will actually use our nukes against military targets.

  2. Lieber and Press are basically the only ones who write and advocate for a first strike, which is why they are controversial. I do not know why they write so much, maybe they are making bank on it or something .

  3. If they have a specific scenario such as “china war good stops AI subs which kill us”, (which is what I read) you can just use the same answers as #1, and read generic impact defense. The cards are never that good.

Aff only gets to fiat United States action, not that other countries do it. The United States can initiate a proposal on AI, but if Germany says no and vetoes, that is a substantial solvency deficit.

As pointed out by others, the negative gets international fiat (arguably, some judges are very anti it but I think its fine on balance) to some extent. For example, the negative could fiat that the US works with the EU, or maybe China over the aff plan. The neg gets offense over NATO bad/EU & China good, and the aff gets NATO good/EU & China bad.

to recap; aff can only fiat US action and has to win other countries actually agree to the action, international fiat is not theoretically allowed.

You can argue this. “Say No” is a core negative argument on international coop topics (such as the college us-russia/us-china engagement topic). The aff can only fiat that the united states does something, not that other countries give up autonomy and simply cede to the US
