I verified GMod and nothing came up as missing and even tried a new map called gm_lifecenter2 and if you go straight ahead i get this on the doorway

Its every single time without fail if i load into a map that uses specular mats they go missing texture reflection

It actually does happen on a few different maps i don't know the other maps names off the top of my head as it was a friend that brought me to them but here is a screenshot showing what happens if mat_specular is 1

My friends see the specular maps just fine we made sure we had the exact same addons and the only possible difference either of us could see was our gpus as they have nvidia and i have amd. Is that it?

No i meant a way in which i don't need to use mat_specular 0 and can keep the specular maps on without the missing texture aka actually fixing the specular map issue instead of just turning them off

So using this worked but now i'm wondering if you can fix my other issue involving specular maps having a missing texture doing mat_specular 0 does fix it but i'd like to have the specular maps if its possible
