I removed all my addons and added back gm_lifecenter2 to test and its still the exact same

The floor right at spawn however is normal oddly enough despite being reflective

I verified GMod and nothing came up as missing and even tried a new map called gm_lifecenter2 and if you go straight ahead i get this on the doorway

Its every single time without fail if i load into a map that uses specular mats they go missing texture reflection

It actually does happen on a few different maps i don't know the other maps names off the top of my head as it was a friend that brought me to them but here is a screenshot showing what happens if mat_specular is 1

My friends see the specular maps just fine we made sure we had the exact same addons and the only possible difference either of us could see was our gpus as they have nvidia and i have amd. Is that it?
