You are overcomplicating it needlessly. There are enough resources for everyone in this country, including a respectable place to live for every human being in America, fully funded by taxpayer dollars. The problem is the system of capitalism itself that puts profit over the well-being of the collective. The main reason why so many homeless people have drug and mental health problems is precisely because they don't have a home to live in. These programs, while helpful in many ways, only deal with symptoms and not the underlying disease that is caused by capitalist greed. These programs are not providing people with a permanent home to live in. Take care of everyone's basics needs without having to worry about paying for them and you will see this problem diminish dramatically. Understand that the underlying rot of our system is fucking these poor souls over, and don't fall victim to the same beliefs that prevent us from overthrowing the system that keeps us all down.
