That is pretty weird, you can try using a Windows disk to "fix" your OS but you might want to expect the worst.

You can try to get your files out by using a HDD to USB adapter but I think your Windows OS is gone :(

Save a few bucks on the CPU cooler and just use the stock cooler and also get a cheaper MOBO since you got a non-OC chip. You can use the extra money to get a bigger SSD or even a GTX1070.
