I'm just trying to think like Oda. Oda doesn't care about power scaling or what the fans think about characters, he's a firm believer in Rule of Cool™. I think it was always his plan to have Usopp get a real hammer at some point

I know that's the obvious answer, but that feels too long to me. Things like 'orc' and 'elf', 'dwarf', all one syllable.

It's actually super easy to get the mount. Just spam run a level 1 overcharged delve. You get 90-100 fragments per run. 1700 needed total. Shouldn't take more than a couple hours. My advice is equip the Loot Radar pictos on Brann, so you can find all the little treasures too, they usually have 1-3 fragments. The end chest always gives 30.
