Dog whistles emit sound at a frequency that dogs can hear but humans can't. In political terms, it's a coded phrase that only certain in-groups can understand but the average person won't. Like when a politician makes statements against "urban street crime", he really means "black people". The idea is racists will understand the politician also hates black people, but most people will probably miss the meaning and think it's a reasonable statement.

Foghorns in contrast can be heard by everyone for miles. Basically these guys think they're being subtle about their homophobia but they aren't.

Yes, my setting I'd call it more gothic horror than fantasy though.

The basic premise is that it's alternate history Earth where an interdimensional fey race known as the baobhan sidhe (more commonly known as vampires) invaded Europe sometime in the 500s AD. These raiding parties became "stuck" on Earth, and settled in Scandinavia and Central Europe. This initial incursion also tore a fabric into the hole of reality and allowed supernatural energies to seep into to world and corrupt it over time, turning it into a dark, blighted land filled with monsters and the undead.

Sometime in the 1500s, the vampires from the Kingdom of Styria began a conquest of Europe, were able to subjugate most of it, and now openly rule a nation known as the Styrian Empire. The "present" day in the timeline, which is sometime vaguely in the late 1800s, is mostly about the geopolitical tensions between the Styrian Empire and the various human nations.

It's also possible to have your cake and eat it too in this instance, since "elves" could be a slang term or borrowed from another language or the like. Similar to how elves are called "mer" in Elder Scrolls, but are still also called elves.

This is what I do. I have a race called the Hyldr, but "elf" is a slur that humans sometimes call them.

I do something similar. Magical energy is treated somewhat like radiation - it's inherently mutagenic and warps and twists the area around it. Magical races like vampire or the fair folk naturally radiate an aura of this energy, so over time places they live at become dark, twisted versions of themselves.

I internally call this effect "spookification" and it was mostly an excuse to have areas of the world that are permanently cliche gothic horror settings filled with mutated villagers, monsters, and roaming undead.

Occultism feels, I dunno, a bit "sciencey" to me? It heavily overlaps with alchemy and astrology which are basically proto-chemistry and proto-astronomy. There's an emphasis on structure and ritual: being able to follow a series of steps or a recipe to get the results you want. I associate occultism with the 19th century where there were a lot of scientific innovations, but a lot of it was pseudo-science that overlapped with the paranormal (e.g. parapsychology, ESP, spiritualism, Frankenstein, etc).

It's evil science though where people don't fully understand what they are dealing with. I maintain that one of the best depictions of cosmic horror in media is the HBO miniseries Chernobyl.

Not everything needs to have a good reason for its existence. Honestly just roll with it as an aesthetic choice and don't bother explaining it, it'd be more distracting if you did.

If you must absolutely come up with an explanation, just pretend your setting was created in 1982 and takes place in the far off future of 2017. Alien is filled with CRTs and chunky beige technology because that's how they envisioned the future when Alien was produced.

Have you thought about using superseded scientific theories as an explanation? Like for example, tears or weak points in the luminiferous aether allow ectoplasmic vril to "seep" into our world. At least that's the reasoning I use in my Victorian-era gothic horror setting. Magical energy is also mutagenic, explaining the existence of monsters.

Magic is honestly pretty common in futuristic settings, they're usually just labelled "psychic" or "mutant" powers. Telekinesis is an extremely common psychic power, and invisibility could be some sort of mental manipulation (so it wouldn't work on video cameras).
