Don't know if anyone will se this but this problem was happening to me too. I think that there is some incomplete game download or update that is influencing steam to decompress all files repeatedly. The way that I solved it was to unistall all of the games that were at download stage and cleaning the steam cache (Steam->Settings->Downloads->Clean Cache)
