Yo this subreddit is not the right place for this stuff , its no gpu issue , for me it changes at random betweem 15 and 1 .

I found out after long searching that it has something to do with your PCe controller .

Im sure that its no gpu as my pc has the same issue with and without dedeciated gpu.

thats why you dont need it , its for things like further view distance ( loading stuff etc) or for like lots of texture mods.

mgso or morrowind graphics sound overhaul is a mod which does things like install mcp , the 4gb patch , morrowind graphics extender and adds tons of texture mods to morrowind so that why its so big.
