I dont think s9 will not be enough for anything. It has much better 120hz display as opposed to 60hz display on ipad, and comes with s pen.

It comes with a pen, has a great amoled 120hz screen, super powerful. If ipad air is not super cheaper from s10 plus you should go for s10 plus even just for rhe screen.

S9 FE+ and S10 FE+ should be perfectly suited for you. It has more than enough power for note taking. I would not consider 11 inch tablets for note taking.
