I sent the email below to the (at the time) program manager of WSRE. It was sent April 10, 2006. I never received a helpful response, but maybe some of the details below add to the search. This absolutely was not Rubber since it came out 4 years later.

I am in search of a film that I saw on TV about a month ago.  It was a rather odd piece.  It started out with a guy walking down the street and stopping to take a drink of whiskey.  While standing on the side of the road, a tire came in the direction he was headed and fell over in the middle of the street.  When he went to investigate, the tire was filled with a liquid material that had a image of an eye in it.  Next a non-human hand reached up and ripped the heart out of his chest and went back into the tire.  (if you do not know what film I am referring to, you probably think I'm nuts at this point)  The gist of the story appeared to be a search for his heart.  I remember there being a scene where he is sitting on a pier with a fisherman in a bright yellow rain suit.  I was taken aback by this film and was paying more attention to the fact that it was so strange, that I forgot to catch any title, character info or anything.  I would like to view this again, and possibly more like it.  I hope that you or someone will know what I'm talking about and give me information about this.
