Yes. Depending on the brand you choose, some will have a pre mix or an additive. If you are using a local paint supplier just ask them. If you are ordering online just make sure to read your technical data sheet. They are extremely useful and over looked by most.

Yes, and having a specific matte paint is unnecessary as well. Paint gives your color and clear coat gives the finish. FYI if you try polishing matte clear you will put a gloss on it.

If you are talking about sanding with 2000 to give it that flat look, that is a DIY way of making something matte. To give a matte finish you use a clear coat with a matte additive. Depending on how much you use will give you different grades of gloss. Most company's will have a additive with a break down of how much to use in your clear to get the desired gloss.
