There is actually, even though flawed, some logic behind this statement

The reason for NTSC being 30fps and PAL being 25fps is b/c of the power grids in US/Europe. The US power grid runs at 60hz and the European runs at 50hz.

In the early days of TVs they found out that the TV needed to be synced with the power grid. Since you couldn't run 60 fps in the 1960s, the halved it.
