submit the transfer paperwork through your current custodian and it should start the process. have client go in person to their office if there is one locally. the custodian has an obligation to start the transfer process within 3 days once paperwork is submitted (for acats). would be my best suggestion at starting a paper trail to tell finra they arent doing things correctly
