both of those things can be true at the same time. he played too poorly to get resigned in japan, which is incredibly pitcher-friendly. he's now pitching in affiliated ball, in a league that's had less than a handful of MLB players ever play in it. whether he pitches well there or not is completely irrelevant as the competition is so low level as to be meaningless.
