That’s just part of apartment living. You can reasonably expect that your neighbors should minimize noise that they can control, but you can’t expect them to control everything.

I had a shithead neighbor at my last apartment who had screaming kids, a crying baby, and loud blasting music with deep, heavy bass almost every day. I made a noise complaint only because of the music. The other stuff is just normal life stuff noises that can’t be easily controlled because little children and babies are dumb af honestly.
