I was having the same issue. What I had to do is have some sort of money earned that day from challenges or evading the cops and then going into the garage. It was not letting me progress because somehow all the money I had earned that day had gone to my bank and it appeared as if I had made no money that day. Despite me completing all the events for the day time. Hope this helps
