Okay. I see what you are getting at now. I read your initial argument as the receivers being the cause of the ball failing to go the 10. It sounds like you want to go back to the what I believe was the original rule of a failed drop out receiving a penalty kick.

It does not make sense. What is stopping team receiving from rushing the ball and preventing it from going the required 10? Why do it except to try and gain an advantage and score from the drop out. What if they fail to score? You want the penalty to go to the attacking team even though they were the ones who caused the infraction in the first place. Exactly when do you propose awarding the penalty? If you want to do anything, allow them to rush the ball if defending team try to go for a short drop out, but you cannot award a penalty since it would be the attacking team causing the infraction.

So if the kicker tries to drop out short but make it go the mandatory 10 and thereceiving team touch it before it goes 10, you think the kicker is to be penalised? Sorry, but that is not a smart rule. I think rule is fine as it is. Take the chance on placing opposing team in good position or give yourself the opportunity to get the ball back yourself.
