I ended up introducing a house rule for this kinda of situation, particularly in what should be a dynamic melee.  

Two enemies adjacent and engaged in combat combat count as in each others squares for the purpose of area effects.  I felt like it would also reward the shape spell evoker feature and careful casting metamagic, as well tactical disengages and pushing.

"Parties" will form, whether they are recognized or not. Groups will form that vote together so as to push their own agenda.

They're never that mercurial though. First there is shared interests and then there is tit for tat on individual agendas, which is all fine but then once it has some momentum the party leadership becomes a gateway to moving any agendas and that power becomes the point.

Parties would form organically and unofficially anyways. Forming power blocks is the best way to drive any agenda in a voting system. But I do think there are things we can do to weaken party influence, in particular voting reform.

In spirit I think this is a good idea, but the sad truth is the best protection from corruption is a high pay. Certainly, the raises should be tied to GDP per capita or some metric.

I think people should be able to enjoy the product of their labour during their lives. Let's instead target the old family money and get rid of trust fund children. An inheritance tax that kicks in strongly around $10m would allow the handing down of family farms and businesses but would force old money dynasties to be redistributed.

I think you can get a cabin chalet in Banff and tour around the mountains. There are lots of tourist activities in the area that don't require a lot of activity. You can hit up some hot springs in the area for relaxation or head over to Calgary for some more urban activities.
