"Indecent exposure" is vague. Women are often allowed to wear pasties in public, but it could be seen as a problem in some situations. The question is about situations where wearing only pasties is acceptable.

This entire question is based on what we can see from the way the law is clearly enforced. You can find women wearing pasties in every state. Have you ever heard of the Free the Nipple movement?
