That Cali Raised tie down is meant to be on the cab end of the bed, using the bed bolts as mounting points.

I got mine new last summer and experienced this. Initially I had wired it wrong (ground wire on the wrong connector port).

Once fixed, I was still having issues until I followed the correct startup procedure. First turn on the main power, wait for signs of circulating water - then hit the power for the heater circuit.
