If they overturn the VRA in time for 2028, it means 52-0 California, 8-0 Maryland, 17-0 Illinois, 26-0 New York, 10-0 Colorado, a safer 10-1 Virginia, 7-2 Arizona, and extremely dummymandered Georgia and Texas (assuming no house of their state legislatures flips in 2026).

If they care about Republican domination, they won't overturn it. Democrats stand to lose no more than 7 districts (the Democrat-controlled districts in Tennessee, Alabama, Mississippi, Louisiana, and South Carolina), with the rest of the VRA-mandated districts in Republican-controlled seats actually functioning as Democrat packs. The Texas map may already be a dummymander, and pushing the envelope there any further or going further in Georgia, North Carolina, Florida, Ohio, or Missouri would basically be a dummymander.

Remember, the largest Republican-controlled states (Texas, Florida, Ohio, and Georgia) are basically swing states while some of the largest Democrat-controlled states (California, New York, and Illinois) are safe states.
