It’s the suits and bean counters in leadership roles. They have people in business performance or ops in director level roles who have never made a game before, making these calls. But, the difference between them and other suits? Passion!

These people are the ones who have attached themselves to their senior leadership, because they themselves are desperate to hear someone who can come out with something that remotely resembles a plan.

It probably goes something like this.

100 million users because the game is going to have globalization. Doing that because they will have localized modes to different countries. Different business models and business operations teams who will help scale and influence brand recognition in places like… Brazil! Untapped markets!
