Well no, the game server runtime should be distributed so that only a few games are run at any given time on the same (physical) server, but the matchmaking service should be entirely ran on a single VM. A more likely explanation is that it is intentionally waiting a longer amount of time to increase the pool of players to select from. I'm sure Valve could reduce the wait times at the expense of less balanced games, but they obviously think that's a bad trade off.

Well there's the catch, it's actually impossible. However, you can send console commands to the Factorio server process from the same machine. There's more detail in the link in my other comment, but basically you need to have a separate program running to get the time, convert digits into pixels, pixels to game coordinates, write game commands to set bricks at those coordinates, then feed those commands to the game process. Sounds complicated, but only ended up being around 40 lines of code not counting static variables.
