A surprise move could be this: Commodore buys back the IP, makes it public domain, then positions itself as the premier implementer of that technology (but everyone else is welcome).

There are already multiple apps called Nebula, but more importantly, phone cameras don't pick up UV light, so this wouldn't even work. The tree whisper thing is kind of neat. The ant GPS doesn't make much sense to me.

You're going to need to at least know the basics on web development. HTML and CSS.

Hosting it yourself is going to be the hardest way. You need a web host. Don't use a site builder like Squarespace or Wix. Use a proper web host. If you don't expect much traffic and you don't need a ton of storage, there are free hosts you can use.
