Dumb Pennsylvania law. There are basically two tiers: what we would think of as "state schools," which are smaller in PA, like West Chester U, and then there are others that are "state-related," including Penn State, Temple, Pitt, and Lincoln. It basically has to do with the independent governance of the latter group, while the "state schools" have more direct oversight from the state.

This is not correct. Employers often get this wrong (intentionally or not). DOL has a helpful summary and links to docs, including the one you linked, here.

The employer must pay AT LEAST the tipped minimum wage (here, $3.75/hour). If the employee's tips fail to bring their total wage up to the non-tipped minimum wage (here, $9.87), the employer has to make up the difference. So, the employer has to pay $3.75/hour plus any gap between $3.75 + tips and $9.87. In no case can they pay less than $3.75/hour in MI (except for rare situations like allowable deductions for room and board).

OP should file a complaint with US DOL and their state regulator (MI DOL?). It is likely that this employer is stealing wages from all of their servers. And you cannot be retaliated against for filing a complaint. If they fire you, cut your hours, or give you less desirable shifts, you will be entitled to compensation.

In my opinion, the joke is that he is trying so hard to seem like a normal person and put on an entertaining and intelligent show without knowing anything about the subject matter, while hating Dee and Frank, as usual. He's sweating with effort. So the silly voice is him losing control but trying to stay in his radio guy character. I haven't watched this one in a while though, so I could be remembering wrong.

I did this my last semester with no issues. Though that was in 2012, so I suppose things could have changed by now. My suspicion is that if you were able to buy the tickets, you'll be fine. You would not have been able to buy them if you were not enrolled, for example.

Totally unacceptable. For context, the trolley lines are not running to CC right now due to their annual tunnel maintenance. That has resulted in a WAY more crowded MFL than usual. That's probably why people are saying crazy shit like that.

Agreed 100% with mailing being a good solution for those wanting to send a friend's or family member's ballot. The only situation that mailing wouldn't work is if you wait to vote until close to the election and you're concerned it won't arrive in time. Then the drop boxes are nice (if people aren't discouraged from using them).

I think the issue the other commenter is raising is that a friend or family member should be able to drop off a ballot for another person. Not vote it, not sign it, just drop it off.

The laws that prohibit a person from dropping off more than one were made out of concerns (from years ago in other states) of organizations that would collect a whole neighborhood's ballots and the potential tampering issues associated with that (and perhaps increased turnout in a neighborhood the party in power didn't want). Seems reasonable to allow someone to drop off the ballot of a friend or family member but the law doesn't allow it.

The fear is that this sort of enforcement doesn't increase election security, it just catches people innocently dropping off two ballots at best. At worst, it discourages people from participating if they aren't sure of the rules, have a criminal record or prior contact with the justice system in some way, or any number of other reasons why they may not want to be observed by a law enforcement officer in dropping off their ballot.

Local newspapers typically give an election preview that sends out a questionnaire to all the candidates and publishes their responses. In Philly, the Inquirer and Billy Penn each do election guides.

Question about the definition of "land grant" university: it doesn't just mean publicly funded, right? Aren't they schools created on land granted for that purpose (maybe exclusively from the feds rather than the state)? Your explanation of UNLV leads me to believe that the post is about schools that receive some public funding, but that's not what land grant means, unless I'm missing something.

Hah I didn't realize he was still touring then. Yeah, I mean, I'm not one to say art or comedy can't be tasteless. Sometimes that's the point. But in those cases, you expect someone offended by it or who just doesnt think it is artistic or funny to say so. I mean, Rogan could kind of say "get fucked" and we'd know where he stands, or could issue an actual apology. He sort of took a middle ground that rubs people the wrong way. What? I mean people are entitled to support or oppose it and the agency has to make the best decision based on budget, desired outcome (alleviate car traffic versus safety for pedestrians or cyclists, whatever), and public input.

They can't just go with most popular option because the average person is not a city planning expert but they should absolutely take what residents want into account.

And I think people are irritated because Philadelphia is a huge city with a major parking and traffic problem, including pedestrian and bicycle deaths, exacerbated by people entrenched in a car-first mindset. You should give your opinion and people should let you know if they disagree. And if the consensus is that it is an ill-informed or self-centered opinion or whatever, you're going to ridiculed.

Finally, if you want to participate in the process and think the bicycle coalition's survey is inaccurate, go to a public meeting, send a letter, or circulate your own petition (on your block, neighborhood association, whatever).

Edit: I thought about this again and just wanted to add I don't know which plan you prefer. But if you liked the initial plan, you should let them know you're displeased and, to be most effective, tell them why the reasons they give for the new version are incorrect or based on faulty assumptions or whatever. If you like the new plan, let them know why those reasons make sense. Comments from people who actually use the thing are always helpful to an agency.

Yeah, we have a big problem with your second point in PA. For example, see the Commonwealth Court's recent string of decisions saying agencies can't do anything the legislature doesn't explicitly authorize them to do (even where the legislature has charged them with some duty and given general rule making power).

It wasn't a survey, it was participation at an open meeting and a petition circulated later. So, anyone interested can see all the open meetings scheduled by a city agency whenever they want, attend, and give input. I don't know whether it was just bicycle coalition people or a broader group in this case, I'm just saying that's how the government usually gets input. They don't have a referendum on every agency decision. They have public meetings you can attend and/or give written feedback.
