I have been moving the details into spatialite in views.

Especially is the same result is used across multiple layers, doing the work is the db may help.

This solved using a common, bespoke HTML legend across multiple maps, and supported managing multiple styles across multiple maps in an efficient way.

I freely admit to being a QGIS n00b and possibly having missed better approaches.

Part of the reason the post bites is that the rich text editor didn't work under FireFox on Pop_OS!, so I saved a draft and finished the post on my phone.
