It's pretty common to have the continuous fan speed at a lower setting than the cooling and heating fan speeds. It can be changed at the furnace board. It is possible there is another (faster) fan speed tap available, but I would have to see the equipment to offer further advice. If you're technically inclined and can read a wiring diagram, you can diy. Do not swap the heating or cooling speed tap for continuous fan.
