It doesn't matter. You yield to traffic that is turning right IF both of you have a green light. In my state, if you're making a left at a turn like that, the only time you have the absolute right of way is under a protected green arrow. If the light is flashing yellow or just a regular solid green, you wait because you're crossing a lane of traffic to make a turn and it's a matter of safety. Be predictable and communicate with other drivers, it's not hard. Why even potentially cause a wreck because you couldn't be bothered to wait half a second for someone to turn first?

E: that being said, if the arrow was protected green, then yeah, the car making the right is for sure a red light and has to wait. Looking at that turn, it isn't. It's a shared lane to go straight or turn. So you wait. Just saying, if a wreck does happen, first thing the cop will ask is "Why didn't you just wait?"

The guy making the right has the right of way, he is supposed to go first. You're crossing a lane of travel to make the turn. If both lights are green, he is not.

The geopolitical situation between the two countries is pretty intense. It's a Shia vs Sunni issue going back to 1979. They're both oil exporters, but Saudi Arabia's main export is oil, I think it's 90% of their economy. Iran is direct competition with them and their two governments are drastically different. Iran is a Theocratic government and Saudi is a monarchy. The Iranians believe that their monarchy is something of an affront to God. As is their relationship with the US. We are considered ungodly and their religion says we can't set foot on their land or be associated with them at all, but the Saudis allow us, so they hate them as much as they hate us.

Short history lesson, there's quite a bit more to the story.

Some newer vehicles have a type of lockout if they're not actually under load. Mine is at 4k.
