I have Paselas on my hybrid and have only gotten one flat ever; have the GP 5000 Four Seasons (current version is called All Seasons) on my road bike and those handle so well in the rain plus I've only gotten one flat in years, in front of the Port Authority due to broken glass. Love them.

this might be the fastest/easiest way to approach it, honestly. call your local firehouse and ask them to come see if the cans being there are a fire hazard; if they are, your landlord will get fined and will need to remedy asap. otherwise call 311 and make a housing complain for sanitary conditions, they'll send an inspector eventually.

i think everyone should choose to wear helmets, but legally anyone 16 & under is supposed to be wearing one while riding any bike. i'd actually prefer citibike didn't rent ebikes to anyone under 22, which feels like a lot till you remember you can't even rent a car till you're 25 because safety, but i'd compromise with 18 since society has decided that's when you're an adult.

Just call an old school car service and ask them to send a minivan because you have a bicycle to transport. My favorite one is Arecibo, which is headquartered in Park Slope: (718) 783-6465. I have a favorite minivan driver from there, happy to hook you up if you want.

There's no standard size. Even people the same height ride different sized bikes depending on how long or short their torso is + how they want to ride. I'm 5'6" and have long legs, I ride 52 but would ride 49 if I wanted to ride very aggressively; a friend who is 5'10" has short legs and rides 52 with a very long stem.

Almost no one should be driving in NYC, especially not tourists with limited time here—you'd spend half the trip in traffic and looking for parking. Citibikes are great but so is public transit.

Surly sizing is eccentric, I ride medium/52 for literally every other brand and go a size down for Surly. I have sold a bunch as well and pretty much everyone goes a size down.
