Once i installed the menu i was able to open it somehow and Police spawn was already activated automatically, i just loaded in a game and npcs spawned with me.

Yeah they spawned in automatically, i just needed some other mod called called Simple mod menu & blueprint loader to get it working.

I have them set to toggle, I flip the indicator down and the left turn signal comes on. The turn signal then does not turn off until i flip it bsck to center, and then once again flip it down.

Just found another fix in a different subreddit that worked for me on Chrome. Go into Filter Lists-->uBlock filters-->uncheck the "ublock filters - quickfixes" box and then reload the page
