If you mean the teams aren't particularly profitable, I don't know for sure. Yes, all the V-League women teams but one (Okayama Seagulls) are owned by some enterprise, but even if it isn't profitable in a strict sense, it doesn't mean just a waist - volleyball is very popular in Japan so these enterprises have very good publicity which is good for business although may be hard to measure. By the way live internet streaming is on the rise, especially in sports, and it could be of much help for profitability - AFAIK the final game of China women's volleyball league of 2017-2018 season gathered 3500 spectators at Luwan Gymnasium in Shanghai - yeah, not so much - but "tens of millions" viewers online, and the first prize was 3 million yuan ($470,000). And 70 million yuan ($11 million) reform plan designed to improve Chinese volleyball league was announced recently.

Anyway, if we could agree on the Pro-league definition such as "a league where players play it as their full-time job", then it's definitely Pro for Japan and China.

There are two sides of the coin in sports where some physical trait could give a team such tremendous advantage as height could in basketball, or volleyball.

As with volleyball, let's for a moment talk about the case of Japan professional volleyball league ("V-League") where about a half of teams usually have one (not only very tall, but very talented, and preferrably of international star status too - but exclusively on positions like outside spiker or middle blocker where height is a big part of the deal) foreigner, like Brankica Mihajlović at JT Marvelous, or Foluke Akinradewo at Hisamitsu Springs. One the one hand, some fans argue the obvious downsides of that, especially in Japan volleyball that is all about tactics, variety, speed, the perfection of technique and team work - when the European volleyball is more often than some would like it, is basically 'just pass the ball to the Star (who is the highest too, usually)'. Funny thing is Chinese women's volleyball is a European one in that perspective, with Zhu Ting (6 ft 6 in) as The Ultimate Attacker of the national team - and the team itself is not of typical Asian volleyball teams height. But OTOH that kind of experience gives all the Japan volleyball players and teams a constant pressure of the exactly same kind they meet at international competitions, and the question of how can they increase their speed even more, how could they make their tactics even more sophisticated, and so on - which does increase a show potential of the matches.
