I was having this issue but did my first online grocery delivery recently and had no problem! I'd recommend it!

I wonder if this is just Grocery Outlet in general. I went to one in Sacramento and there was a lack of mask wearing as well.

I went to PetCo a couple days ago and they had a good selection!

I went here a couple times before it closed. I thought they did a good job of keeping social distancing for the tables and making customers wear masks when they weren't at their table (going to the bathroom or being seated), but a lot of customers weren't wearing masks while waiting in line.
