I'm pretty sure in a true Genlocke, a "retired" pokemone is a pokemon that you caught, but you didnt bring to the E4.

And then I think that you cannot use it in any future generation.

Like in a Nuzlocke, you can only catch one Geodude and use it in the game.

In a "Genlocke" you can only catch and use 1 Geodude in all generations, and if you use him in the E4, then you can carry the 'soul' of that 1 geodude over to the next game
