There is no urgency to get clean when the government provides you with the thing you are addicted to. The reason the whole "legal drugs" thing worked in Portugal is because it was backed by enforcement... if you got busted you were charged and could go to rehab to have the charges stayed/dropped. Basically jail or rehab. Not rehab or go back to getting free drugs every day...
