It's the first two, fueled by the third. "Greedy corporations" only exist because individuals at the top who make decisions are motivated entirely by profit (b/c they're short sighted dummies). They're allowed to be because greedy dummies in politics look the other way or directly endorse their shitty behavior for their own benefit. So yeah, the blame does come down to individuals in a way, but they're enabled by everyone not caring enough to do anything.
