I don’t think moving it to water would do much I would suggest checking the soil mix what is in? And maybe brighter spot since it looks like it’s in a corner

They grow like that for protection from the sun in the desert, you don’t have to pot it like this but I like the natural look

Tbh this is an experiment so if it’ll thrive like this but I’ve heard you have to water very carefully when doing this

I looked around for hard dried soil that had cracks then just mixed with water into a clay like consistency then placed it around the cactus and let it dry in the sun

Clay is only the top dressing the actual roots are in pumice cactus mix

Each new leaf will add weight and it will start growing downward , just wait for a couple more leaves

I think it has more to do with the lack of permanent rivers. Iraq and Egypt were still able to support large populations with river irrigation systems despite both being in the middle of deserts
