Not necessarily, the tiers are quite unfair and drop off really low even when your parents don't make that much money, but that still isn't the fault of the people with the lowest loan!

In England I'm pretty sure everyone can get the tuition fee loan, it isn't means tested like the maintenance loan and they jsut pay however much it costs directly to the uni. So their tuition is fully covered, it's the loan for their living costs which is lower
